What is Community Visioning?

In February 2006, the City of Tualatin began a community-wide visioning process, called Tualatin Tomorrow. Visioning is a structured public process (see the project schedule) to guide a community in looking at itself and what it wants to be in the future. Through extensive and diverse involvement with the entire community, the city intends to develop a Vision Statement that identifies what Tualatin’s community wants Tualatin to be. This “statement for the future” will help to guide the Tualatin Tomorrow process further in identifying the steps towards achieving the vision, and will also be used to guide Tualatin’s future planning efforts. This project will include identifying community issues and analyzing emerging trends, articulating Tualatin’s core community values, creating a vision statement and developing strategic action items based on the community’s core values and vision. Starting in early February 2006, members of the community, elected officials and city staff will work together with consultants over the next 15 months in competing this community project.

Why is Tualatin doing Community Visioning?

Tualatin has experienced significant growth in the past 30 years as it has transformed from an agricultural-based economy in 1970 with 750 residents to a bustling suburban community with a mix of residential, commercial business and manufacturing land uses. Between 1970 and 2000, Tualatin’s population has grown over 3,000 percent, and since the year 2000 has increased nearly 11%. The current population is 24,940 and is expected to grow to about 28,000 at build-out (given the amount of land within its current urban planning area boundary).

Within this setting, the Tualatin City Council wants to connect with the entire community and identify Tualatin’s community values, identify current and emerging issues, opportunities and emerging trends, and find out how they might impact Tualatin. The City Council wants to give the community ample opportunity to develop a vision statement and develop an action plan or “road map” that will help the community achieve the vision. One desired outcome is for Tualatin to be more effective and proactive in dealing with the future and what it might bring, and be in a better position to capture opportunities.

Who will be involved in Tualatin Tomorrow?

Tualatin’s citizens, youth, business owners, employers and other community members will be the most important participants in this project. City Councilors, city staff and a consultant team will work together with a citizen advisory committee to help guide and manage the process. The Tualatin City Council wants to connect with the entire community and wants everyone to have a chance to participate in some way.

Steering Committee

A key element of this project is the Tualatin Tomorrow Steering Committee, made up of citizens including residents, business owners, youth, seniors and other community members.
